Mystery 1988 Topps Contest Card

In putting together Topps master sets, I always include pack-inserted contest/drawing cards.

I had never seen this one until today - It is clearly from 1988, but the only contest cards I've seen from 1988 Topps are those ones for the glossy sets.

Does anyone know where this may have been pulled?
