To answer the OP's question, I would wager the tracking # is created as part of the packing/shipping process. It's all done automatically so time does not have to be spent at the post office/UPS/Fed Ex etc. but can just be dropped off.
Yes I get the frustration but if you think about the process in that way, it makes more sense for all concerned who actually, ahem, work for those entities Rich
