What set is the most under appreciated and why?

In my opinion, the W554 set if very under appreciated.

Full disclaimer: I've recently completed this set so I'm biased.

Reasons:

Of the 18 Cards in the set 13 are HOFers.
The W554 Ruth and Gehrig cards are much much rarer than their Goudey cards but the W554s can be had for a fraction of the price.
