Default New guy needing help already with some identification (kidding)

All joking aside, I did pick this up a little earlier today from a consignment shop near my house.

I haven't been able to find out a ton just yet and wondered if there are any kind souls that may have some knowledge they'd like to share (please and thank you in advance)
