1995 Blue Jays Screw Down Card Holders. Need Info please!

I have 4 of these card holders. Cannot find a single bit of info on them on the internet. My guess is they were given out at the stadium. They are dated 1995.

Seem to be pretty rare. Can anybody shed some light on these?
