PSA Weighting

This may be a dumb question, but how do you think PSA comes up with their weighting? It doesn't seem to make sense based on the numbers. A card that is 1/50 is weighted a 1.5, and a card that is 1/564 is weighted a 6.0. What? I'm missing something in how PSA figures it I guess.
