These were issued by Photo File, sometimes in coordination with a player's HOF induction. Some of the issues are limited and will usually have that indication on them - #/1500 for example. They were popular in the late 80's - mid 90's for autographs. I've got a few of them signed.
Others seem to be open ended as far as the edition goes. In general, they should be priced around the same as an 8x10 glossy, both in the signed and unsigned state.
