Demand for the same item can be higher or lower depending on a number of factors.
I can see the argument for 61-62, but that's a two stamp panel for 69'. What would be the point of not further separating it? I think I would lean towards singles there as anything less than a full panel or strip is just a piece of the whole. I have seen people who like those in 4 stamp blocks because it is card sized for display. full strips and panels seems much more difficult because of the awkward size.
