Agree with Rob. 3/4 Size pennants were very prevalent in the 1940s and well into the '50s.
Especially for the New York Teams... Brooklyn Dodgers, Yankees, and NY Giants pennants of the 1940s-50s are pretty common. An example would be that Willard Mullin Giant/Polo Grounds Pennant featured recently in the main Pennant Thread. The Milwaukee Braves had lots of 3/4 size pennants into the '50s as well. As for the Tigers Pennant in the original post, I'd say early 1940s, and that Mike H. was spot-on with the price/value assessment.
