Need Help Identifying NAVY Uniform

Hello Board,

I need help identifying this Navy Uniform. I purchased it in an estate sale in upstate New York. I have no clue about the history of it, year, etc. I called Rawlings, but they were no help. Any help from you experts would be appreciated!! :
