1936 Wide Pen Lloyd Waner question

Okay, at the risk of asking a dumb question, can someone explain to me why the 1936 Goudey Wide Pen r314 Type 1 Lloyd Waner without Lithograph is considered a Type 1 card by the guidebooks instead of a type 2?

Seems to me the card should be more accurately catagorized as a type 2 since those normally come without a lithograph and Lloyd Waner is not in that series.

The only rationale I can come up with as to why it is a Type 1 variation card instead of type 2 is because if it is ... there are 120 cards (versus 119) in the Type 1 set and 24 (versus 25) in the type 2 set ... and those numbers are both divisable by 12 (and 3 and 4) and therefore that makes sense as a logical number for the series to be layed out on uncut sheets.

But is there another or better reason than just the number of cards?
