Why the 3 Cents ?
That's an easy one. Marketing 101. He has a chat board and folks noticing, and that's his whole point. To mix it up, go with a different look, and "get noticed." Wal-Mart did a nice job of this when they came out with Roll back prices decades ago and their cents total for example, was $4.96 instead of the traditionall $4.99. This Chap is trying to get noticed. He succeeded. (Full Disclosure : I don't know the seller)
