Will TPG tell you why are card won't grade higher?

Sorry I guess I should clarify, I know that it isn't a 7. I have just been surprised by some, in my opinion, overgraded 7s, that don't look as nice.

I am surprised that it didn't bump to 5.5 (maybe a 6 on a good day) which I resubmitted after they introduced the half grades.
