In my opinion I don't view any baseball card as... "a safe investment". If considered investments I'd have to say they are speculative with some being more or less speculative than others.
As to undervalued cards I don't see your choice as being a great one, the issue is not a very popular one, the image is in black and white, the size is non-standard, etc. Personally, I think the T206 Johnson portrait is the next to move higher in price and I have been buying a few here and there for speculative purposes. Again just my opinion.
