It is my extremely unqualified opinion that the damage is already done. I know of many people who have made the claim they have cracked and resubmitted a given card several times until they finally get their desired grade, resulting in the same card showing up on the population reports several times.
It is unfortunate, but very very careful when you rely on the population reports, as they are simply not accurate. I do agree, however, it is good and very necessary to start somewhere, so I do appreciate their effort in this regard.
