It's a two part question and I think it's case by case. I can't see a card being any more than vg-/ vg-ex with minor back issues, but that is just me. That's the technical side. Then, number two comes the valuation, I think a nrmt front is a great selling point and wouldn't be surprised to see a significant premium over regular vg-ex cards. Just my half cent. Always good to get others' views...(I moved this from another section as I thought it belonged here more.)

I think Old Judge cards get hammered with back damage, not always right in my opinion.

I just picked up a T206 Tommy Leach bending over for $32. It was graded at a 2. I thought there was something wrong because it looked like a 6 or 7. It had minor paper loss, almost undetectable, into one of the corner fleurettes. I think its an amazing card and doesn't bother me a bit.

There are a few things to consider. Is the card a blank back card? If so, then (to me) back damage doesn't mean too much. OJs, in my opionion, are "judged" incorrectly. As mentioned earlier the N172s get hammered if the back has a few imperfections. I think something else to consider (and everyone is going to say, no $hit Sherlock) is if the back was a consideration in the purchase of the card. If I were buying a T206 with a DRUM back I'd want to back to be in better condition than the front.
