I don't know much about T-206 but the basics. Is this a factory stamp? What was the purpose?

Most probably was put on there by the collector in 1910.

David is correct, not a factory stamp at all but a purchaser's home made stamp.

since the the last two digits are cut off, they could possibly be the follow:

1, 4, 7

0, 3, 5, 6, 8
