I am pretty sure it is.
https://ebay.us/m/CrluAS I have been collecting 1921 w551 for over 30 years, I know some of the fakes have been slabbed over the years. But this one to me is pretty obvious.

I believe the W551 cards with blue captions are Larry Fritsch reprints that have fooled TPG's for decades now, and sellers on Ebay have been passing off as legit for just as long.
