Correct. Rixey passed in February of 1963, and was not inducted until the summer of that year. He was not alive to see his plaque postcard, much less sign one.

And if not for all the checks and check cuts, there would be a lot less of him out there. Career-signed items, or the lack thereof, lead me to believe he wasn't the greatest in person signer back then. He was obviously better in retirement, but it seems like he wasn't a player who collectors of the era really wrote to in droves.

That's not the only bad item that the seller has. This Willie Mays signed P/S looks 'just a bit outside'..
