I was just looking at this option for fixed price listings and it appears you can set your own fee for a promoted listing I presume this means that the lower the fee, the worse your placement is, but I don't see anything explaining exactly how that works. Does anyone know?

Don’t waste your money. I tried it once and found my promoted listing showing lower than ones that weren’t promoted. It could be that the nature of card collecting is that buyers are typically just searching specific terms, which are often all in the title. I think promoted listings are more for showing up in non specific searches.
