I got it. I went to eBay.com and it covered most of the page. It said to click here to sign up. It came back with the follow info:

The coupon/discount codes are awesome and shareable. However, the higher percentage eBay bucks are not. You get invited and EBay calculates it internally if you activate it. There is no way to "sign up for it or apply it to a purchase" if you were not invited so don't get your hopes up or waste your time calling. It is a good reminder for everyone to check their email though.
