PSA card with a HE notation
I saw a card listed on eBay by PWCC with a PSA grade of 7 and then a separate cert card from PWCC with an HE designation from them for that card.
Does this affect the value of the card since PWCC is not a grader only a seller and will PWCC in essence by issuing their HE designation for that card guarantee that that card will get regraded at a higher level or is it just another marketing ploy to get more money for a card ?

There is no guarantee from PWCC that the card will get a full or half point bump. Just that they consider that specific card the cream of the crop for that grade.

It's a marketing ploy, but a smart one as the HE cards do seem to sell for more, sometimes substantially more.
