Default How many T207 Napoleons are there?

I just found it interesting that this spring SGC had about 50 Napoleon cards graded, respresenting probably 42 or 43 different players and I just sent in a J. Lapp Napoleon to be graded (probably SGC 10), HOWEVER, I did notice SGC now has 66 Napoleon cards representing 55 different players. Lapp will make 56. So does this mean that all 150 Recruits would have a corresponding Napoleon? I was thinking that only 50 players would end up with Napoleon backs (Tim's list of Rarer Recruits).
