Not that hard to find so please do not post if you look it up, but even if you do, you may be wrong.
  What team and in what year had the most players on their roster who never had a plate appearance?

Without looking it up, I'd guess one of the teams during the 2020 Pandemic season.
No idea who, so I'll just guess Yankees, because I know they made plenty of use of the Scranton to NY pitcher shuttle on a regular basis, but I doubt I'm right.

The 2020 Yankees is not corrected
No one came to the plate for the 1976 Blue Jays. Their first year in the league was 1977. But 1977 is incorrect as well.
