Mysto Magic was trademarked by the AC Gilbert Toy company as children magic sets. You can find a ton of items as it was a very popular toy line.
My guess is it was small promo or point of sale item at toy stores. The water activated "trick" reveal lends to it being part of that line. Just a guess, but I would put my money on AC Gilbert.

Some bits of evidence...
The Gehrig card mentions his 2,130 game streak, so it had to have been produced after May, 1939. Plus, it states that it is "still a record," so it must have been produced years later?
