Not new; I owned a couple a few years ago. BVG will slab the whole thing and grade the tobacco cards on the inside.

Does anyone really care in this instance what grade the plastic sleeve would get? I think they're doing it the right way.

Will they grade the Frankenmonster buybacks that a (former?) Net54 member created in his card laboratory?

Since they are grading the T206 inside the Topps holder I don't know why they wouldn't.
