| Why does PSA call 1949 Leaf Ralph Kiners 1948?

I'm working on a Registry Set and am curious as to why 1949 Leaf Kiners are slabbed as 1948 Leaf RCs? How does this make any sense when Leaf didn't even produce a set in 1948?
