I can't recall the maker of that premium (is it Quaker Oats?) but I recall the Ruth being quite rare and valuable... I believe it's from the "famous americans" set.

1937 Donut Co. of America
Looks like the album or an ad for the album for the 1937 Donut Co. of America "Thrilling Moments in the Lives of Famous Americans.
Set was 72 blank-back cards, about 1-7/8" x 2-7/8". They were printed in groups of 18 on donut boxes. Ruth is listed in the 2010 Standard Catalog at $4,000 in NM, $1,600 in Ex and $800 in VG.

Actually, it looks like that is the front panel from the donut box--see the notch where the tab on the lid would be lifted?
