Default PSA Holders with the baggy

I was under the impression that the PSA holders with the baggies holding the card were very old and that they pre-dated the advent of the PSA half-grade. But I saw a t206 for sale on line in a PSA holder with the baggy and the grade is a half-grade. Is the card legit? Can someone explain when and why PSA used the baggy?

PSA is so inconsistent. Yes they still use the baggie - depending on WHO at the PSA shop does the encapsulation. For slightly smaller/thinner cards, they do use it so the card doesn't slide around.

Even thought the holder has bars inside to hold the card, its not a "seal" and there is a gap between the bar and the other side of the holder.

So the answer is YES its legit, and PSA needs to get consistent... in both their encapsulation practices... and their grading too (but thats a different discussion)
