Default Highest % of HOFers in a Set

I have a question for the basketball collectors. Among the Topps basketball sets, which one has the highest percentage of Hall of Famers? Thanks.

1986 Fleer has 32 — that’s 24%. Seems unlikely there’s one higher than that.

Sorry — read right past “Topps.” If you Google “hall of famers” and “Topps (year)” the list should pop up under Sports Card Database.

“While there were more popular and highly regarded Topps Basketball sets in the ’70s, the 1973 set was at least unique. Though hampered by a lack of key rookies and a somewhat mundane design, it was filled with Hall of Famers worth collecting, from both the NBA and ABA. The 264-card set features 39 Hall of Famers, from Wilt and West to Kareem and Maravich. The top rookies are Westphal and McAdoo, who led the league in scoring (30.6) as a rookie.”

It's not that I'm against Fleer; I just like Topps. Anyway, the 1970-71 basketball set featured a whopping 60 cards of Hall of Fame players. 38 cards were regular issues, and another 22 featured HOFers as stat leaders, All-Stars, and on playoff cards as well. So that is 60 out of 175 for a percentage of just over 34%.

Are there any basketball sets that can beat that?
