Default Help ID'ing a Ruth(?) card

Can anyone ID this card?

I only have this picture, and no shot of the back. I believe it is about 2" by 3-7/8".

I haven't been able to find a matching one anywhere. But, I may just be ignorant of some ~100 year old set.

It's most likely a fantasy card and probably, not positively, has an ad on the back. That is about as much as I know..

Since I hadn't turned up any images, I figured it was probably some fan/home-brew thing. Just wanted to double check.
