Looks like a Broder, they were unlicensed and quite common back in the day. I don't know of anyone who collects Broders.

it is a star card not broder i know that for sure

I've never seen it. If you say it's a Star Card, I trust your judgement, but otherwise I would have guessed Broder as well.

Star created various sets (Nova/gold/silver/court kings/etc.) with various print runs...500/2000/5000/etc. Each set also had a certain amount of promos created 40/50/100. I am more versed in the basketball sets...but I would guess if you searched ebay for star nova promos you will find what you seek.
