signed bat and jersey cards

I am starting a project of getting one signed (on card, not sticker) bat or jersey card of each possible HOFer. Does anyone know what year these type cards started. I'd like to make a list of who is possible. Thanks

If I remember correctly, auto cards became popular in packs in 1997, and I think it was 1999 was when the memorabilia/auto combo cards became popular.
