Two guesses: Local candy/smoke shop promo. Businessman checking how good (or in this case, bad) there invoice stamp was working. So grab a "worthless" piece of paper on your desk to see. ................... or: Some Prankster, randomly stamping gibberish, saying to himself; "This is going to drive someone crazy 100 years from now !!!!" Hello. I have a similar stamp on my Willis. I didn't mind the stamp as its a nice looking card (SGC 20).
