OT - Creating a PDF from a JPEG

I am helping my wife scan something for her job. My scanner saves the images (2) as separate JPEGs but I need them as 1 PDF. Does anyone know how to convert the files and merge them into 1 PDF?

Found a way to convert the file to a PDF. Any idea how to merge PDFs?
