The Chicago Cubs were known as the Colts in the early 1890s, but the team in your photo looks one player short of a nine.
The uniforms look baseballish, and there are definitely too few players there for a football team.

They look like baseball players to me. Those pleated puffy pants were used in both sports and the jerseys look like baseball jerseys not football.

Might be the Richmond Colts. Minor League Team that played in the Virginia League 1906-1914 and then again 1918-1928.
