Psa registry

I just learned that the weight of a card is based on what it sells for.
This means a rare card that doesn't come up for auction is weighted
less because of no sales. Now I wonder, do they take down the weight
of a particular card after more and more are graded and they go down
in value. Anybody know what goes here?
