Depending on how the auction looks I will usually believe a (good) seller. At the bottom he says he thinks they are newspaper cut outs. I might be in agreement with that.

I believe they are 1948 Philadelphia Bulletin - Phillies/A's. These are catalogued in the 2008 Standard Catalogue of BB Cards and are very difficult to find. I bought a similar scrapbook last year for roughly the same price and am very happy with the purchase.
