Partnering On Auction Lots

I've never participated in partnering for auction lots but have always thought about it.

1. How does it work as far as determining individual card prices?

2. Who is the one that pays for the auction lot

3. Has there been problems of so-called partners backing out ?

I would love to hear some ideas/thoughts.
