Ebay rules require sellers to guarantee reprinted cards as being authentic?

His listing makes no sense. He hammers the dead horse to death about both cards being authentic and says ebay requires him to do so (???) yet states that the 52 Mantle graded as a reprint. Too weird...

What confuses me about the auction is the Seller seems like he's trying to be upfront with the background of the cards, but at the same time it seems like he doesn't know what he's talking about?
