Identification Help Needed

Can anyone identify the item below? I was drooling over my father-in-law's collection (mostly 4-n-1 exhibits, salutation exhibits, R309-1/2, R-313, R314, '34-36 Diamond Stars and '40 Playballs) when we came across this. He can't remember if he acquired it during the same era or if he picked it up later. Any help is greatly appreciated. He would really like to know what it is, where it came from, etc. Thanks in advance. (Sorry for the poor quality and size).

Identification Help Needed

I have several of this issue. This summer at the National I bought 2 from a dealer who sold them with glassine envelopes. He said he thought that this is what they were originally distributed in. Can anyone verify this?
