Tampered cases

I remember a post a while back talking about frosting or something like that on PSA cases that had been tampered with. Would this be an example of a PSA case being tampered with? The link below is a card that from my understanding would be considered as possibly tampered with b/c looking at the back, the left side has more frosting at the edge of the case when comparing it to the right side. Just trying to learn what to look for.
