Rust Removal - Suggestions for Mask

I took a chance, and won this archaic looking Catchers Mask from Ebay. I was not even 100% sure it is a Catchers Mask, but don't know what else it could possibly be. I am doing an "Evoluton of the Mask" display, and this one is certainly a unique addition.

It was advertised as a Catchers Mask, and is definitely made to be worn up against the face. The leather straps on either side and contoured padding on the reverse clearly indicate this fact. Any help you guys can provide with the following would be MUCH appreciated...

1. Is it something other than a Catchers Mask?
2. To what era or decade would you attribute this piece (pre-1900?)
3. Is there a product, or method for removing some of the accumulated rust?

Any help you can provide is much appreciated (especially for #3 above...) I would hate to think I wasted money on something this ugly, if it isn't even something related to baseball.
