I think that card was printed and distributed in fine shape, and found its way into the hands of a young collector who flour pasted it into a scrapbook. Then someone, probably a kid, decided to take scissors to the scrapbook pages. Maybe not realizing there was a card or cards on the other side, someone cut and cut, cutting into that card. Then someone feebly intentionally cut on the card a bit to help it, then they abandoned any further cutting.

I don't see how those cuts would be made on scrap.

And it could be scrap, somehow, maybe.

I have a feeling that these were hand cut from a sheet (by a skilled artisan). I don't see anything on our two examples that necessarily points to them being scrap...I guess they could be?

I was only throwing "scrap" out there. Now, if it were missing his name and back, then we might talk. I love scraps but I agree, miscut at the factory and hand cut a little bit, down the line.

Here's another, most probably missing a color pass...have had it a while, thanks Brian M....

Marginally on-topic if at all but don't often get a chance to post a floating head McArdle.

Floating heads always keep scissor kids on the straight and wide (borders).

Just ask Mohler (the Kid is more lenient on little nibblers)
