1994 Stadium Club Promo?

Help, I have looked everywhere I know. I have had this 1994 George Brett
Card #5 for a long time and have not been able to find out what it is.

It measures 3 x approx. 3 7/8th. It must be some type of promo card?
Any suggestions would help
