Help with a Dating a Matty Photo...

Do you think the hand drawn 1901 Police Gazette supplement is based on the Bain photo? I know that, among other inconsistencies, the sleeves are a different color, but it is a drawing.

I am trying to date the Mathewson photo on the right. Based on the uniform, I have it down to 1900-02, but I would love to narrow it down more.
