Question: 1995 Pacific Gold Die Cut Answer Needed

Have been unable to find an example of the attached card, in a non die cut form. I have looked about everywhere I can think, but have not seen any. I am thinking this card may have not had the cutting process done, since when I put it up against a regular card it is slightly larger. Anybody have any information about what this is? Thanks in advance.
