What do you think of this seller?

All of his feedback is for buying items, except one item for 13 dollars, never sold or bought any baseball cards. And does not accept returns. Grandpa find. The Cert is real, but I'm still dubious. Sorry for outing the auction if anyone was watching or bidding. What do you think?
