Default Help with these odd 1963 Topps cards

Please help identify these odd Topps 63s. This group of seven came from the same seller source as a lot

They seem to be printed on normal card stock. Their fronts are identical in picture, gloss, coloring...everything... to regular 63s.
There are some things about these that seem a bit different than other 63s.

The first strange thing about these cards are the extra white border on most of the seven. Almost as if they were cut from the edge of a full sheet of cards.

The second oddities are the backs. The black ink is very light or faded out. The color on the fronts is fine, but the backs are extremely light. There is no ripple or stain evidence of chemical or water damage.

The third odd part is the rough and wavy cuts of the edges.

All of these odd characteristics together lead me to believe that these are different than the regular 1963 Topps issue. Venezuelan? Some sort of proof? Cut from salesman sample sheet? Factory rejects?

Has anyone seen any 63s like this? Thanks
