Looks like it was printed from the same house as E90-1 or E90-2/3.

I'm not familiar with that issue but according to my copy of the ACC your card is from the E2 set of naval officers. There are 24 cards in the set (as can be seen on the back of the card). Unfortunately, I have no idea what the card is worth.
